
Our project unfolds in three pivital phases: collaborative planning & skilled execution.
Phase 1: Planning
The Capacity-Building Conference
In 2025, a first of its kind three-day immersive EMS conference in Arusha will serve as a nexus for Emergency Medicine physicians, general practitioners, and nurses from across Tanzania. This dynamic program, led by TZEMS, will delve into the core tenets of EMS, elucidating its definition, significance, utilization of communication tools, foundational skills for providers, and strategic management of mass casualty incidents. The conference will also facilitate EM physicians from around Tanzania, in collaboration with Dr. Mabula’s Same Qualities Foundation, to establish an EMS Consensus Statement to establish fundamental shared goals and guide the future development of EMS systems across Tanzania. The document will guide and encourage the establishment of a national EMS system.
Phase 2: System Implementation
Funding and Building an EMS System
Strategic funding and comprehensive training are the catalysts for establishing a robust EMS system in Arusha. This phase will fund, implement and stock two Basic Life Support Ambulances in Arusha, staffed by specially trained Emergency Medicine nurses and physician. The service will respond to all public emergency calls in the region, and will be in place prior to 2027 African Cup of Nations Soccer tournament that will be staged in Arusha. Dr. Mabula’s well-established governmental connections and enthusiastic support ensure a successful launch and, most importantly, sustained governmental endorsement.
Phase 3: Infrastructure Implementation
EMS Training Academy and Simulation Center
This final phase will create the infrastructure to fully sustain and allow development of an EMS system not only in Arusha, but in Tanzania as a whole. The EMS Training Academy, built on land already acquired by The Same Qualities Foundation in Arusha, will provide education for prehospital providers across the country, with its graduates establishing a standard of excellence and care. The center will become an example and incubator for similar centers and systems around Tanzania.
